Ho Chi Minh City District 4

The project presents an alternative urban design framework for District 4 that aims to enhance the area’s flood resilience through integrated levee systems and expanded green spaces, while carefully preserving its cultural heritage and urban village character. The plan strategically concentrates development around key nodes with improved transportation infrastructure, transforming the waterfront into an attractive destination that harmoniously blends modern development with existing community services. Compared to the 2020 master plan, this revised approach significantly increases the preservation of urban fabric from 36% to 61%, utilizing mechanisms like land readjustment and institutional anchoring to minimize resident displacement. The project prioritizes sustainable development by optimizing land use around transit and open spaces, addressing traffic issues while creating opportunities for economic growth that builds upon the district’s historic port heritage. Through careful urban land readjustment processes, the plan ensures that existing residents can remain within their communities while benefiting from the area’s modernization and improved infrastructure.
